66th PERF meeting : AIR QUALITY

This 66th PERF Meeting was hosted by shell (Shell) at their facilities (Two shell Plaza) in Houston.
The meeting was a success. About 68 people attended it. Most of them were representatives from the oil industry.
The board meeting was held on Monday October 18th. After a brief introduction by karen G. Haynes, Business Team Manager of Shell Global Solutions (US) Inc., Jill Kerr (Exxonmobil, Chair of PERF) gave an overview of PERF. View the overview by clicking here.
After that, the main session was dedicated to Air emissions. Attendees were given excellent presentations by speakers from Oil Companies and Research centers. Normal PERF business items (new proposals, status reports and discussions) took place on the second day, right after the upstream and downstream discussion groups.
The information below provides an overview of the presentations and minutes from the Discussion Group meetings.
UPSTREAM DISCUSSION GROUP
The discussion group was led by Sung-I Johnson, ConocoPhillips. The meeting was primarily a brainstorming session among the attendees about the research topics or points of interest or concern . Primary issues identified included:
Yongchun Tang w/CalTech presented some recently developed monitoring techniques for CO2, HC-leaks and PM. The recent development in CO2, monitoring is built on the fact that petroleum base CO2, has a different isotope ratio than recent carbon sources (e.g. vegetation). The recent development in HC-leak monitoring employs low cost carbon-black sensors deployed at a multitude of likely leaking elements (e.g., valves) wirelessly connected utilizing a micro-electric-mechanical system (MEMS). The recent development in PM monitoring uses multi-wavelength solid-state lasers to detect and characterize PM based upon the different scattering patterns for the various wave-lengths.
Mark Edwards w/Champion Technology presented some innovations for reduction air emissions from Exploration and Production activities. These included techniques for handling and processing crude oils with little or no heating (e.g., emulsions).
The E&P Discussion Group discussed a proposal for a potential PERF project: "A Risk Based E&P Waste Disposal Practice for Developing Countries". The focus of this project would be:
Local analytical labs and capabilities in characterization of the waste, and
Transfer of technologies by identification of local universities.
DOWNSTREAM DISCUSSION GROUP
The Downstream Discussion Group was led by Dave Fashimpaur (BP). It centered around combustion emission factors, PM2.5 emission factors, the methane emission inventory database, and benzene residual risk assessment. These topics were discussed due to Mike Innearity's talk during the PERF meeting on these issues and EPA's request for help in filling gaps in the databases.
The API project for PM2.5 emission factors for gas-fired RICE engines is nearing completion and will be submitted to EPA. There may be stack test data that can be collected and submitted by API to update AP-42 emission factors.
Benzene emission factors from waste reporting could be updated to support regulatory initiatives for residual risk determination. Marie-France Bennassy mentioned a French methodology for determining benzene residual risk that could be utilized by API.
The Downstream Discussion Group thought that methane emission inventory update perhaps could be included in PERF project proposal 2004-04 "Identification of opportunities to improve/update GH estimation methods".
