68th PERF Meeting : AIR QUALITY

This 68th PERF Meeting was hosted by EPRI and Saudi Aramco at EPRI facilities ( 3412 Hillview Avenue, Palo Alto, California ).
About 30 people attended the meeting. Most of them were representatives from the oil industry, research institutes or laboratories. The board meeting was held on Tuesday July 26th.
On Wednesday 27th Jill Kerr (PERF Chairwoman) gave an overview of PERF. The main session was dedicated to air: EPRI air pollution program, research on Ozone, Air quality model, vapor intrusion measurement techniques, mercury, particulates, SO2 and NOx controls and CARB and API research programs.
On Thursday 28th, attendees were given excellent presentations by speakers from Oil Companies and Research centers on various air related subjects:CO2 capture and storage, GCEP project at Stanford, Effect of air pollution on Health, Emissions from heavy crude Oil storage tanks, NOx reduction and innovation in the electricity sector.
Upstream and Downstream Discussions groups took place on the first day and PERF business items (status report and project proposals) took place on Thursday.
The information below provides an overview of the presentations and minutes from the Discussion Group meetings.
UPSTREAM DISCUSSION GROUP
The discussion group was led by Jill Kerr, Exxonmobil. The meeting was primarily a brainstorming session among the attendees about the research topics or points of interest or concern . No interesting conclusion were made from the discussion.
DOWNSTREAM DISCUSSION GROUP
The downstream discussion group reviewed air issues concerning fired heater NOx, flares, FCC emissions, etc. to stimulate discussion on those areas where there may be common issues to start a PERF project.
The following topics were identified as potential PERF projects, with persons responsible for developing pre-proposal:
- Valve packing material study to reduce VOC emissions - John Wilkinson, ExxonMobil
- Best techniques for ammonia slip control - Dave Fashimpaur, BP
- CEMS for cooling tower emissions - John Wilkinson, ExxonMobil
- Sorbent tube fenceline monitoring - Dan Vanderzanden, Chevron
Other issues: John W. to follow up on GHG/API Compendium for Emissions Estimation update status with Theresa Takacs and Karin Ritter.
The re-proposal of Project 2004-06 "Reducing Desalter Environmental Impact" was also discussed.
STATUS REPORT:
2003-07: Dispersant for viscous oil: Contracts have been finalized and signed by participants.
2003-01: Mercury Cooperative: Contracts have been finalized and signed by participants. The project will be completed in september.
1999-05: Stability of Pressure Relief Devices: Status not defined.
NEW PROPOSALS:
A new project proposal (05-01) was made at the end of the meeting to continue the project 04-06: Reducing Desalter Environmental Impacts. The objective of this project is to assess the performance of refining desalter systems when running various slates of Heavy Crude Oil, determine effects on desalter effluent characteristics, and evaluate desalter effluent treatment options. The coordinator of the project is Dave Fashimpaur (BP).
