71st PERF Meeting : AIR EMISSIONS and CONTROL TECHNOLOGIES
July 12-13, 2006

INTRODUCTION

The Summer 2006 PERF Meeting was hosted by CHEVRON and Lawrence Berkeley National Laboratory (LBNL) in San Francisco Area, CA. About 30 people attended the meeting. Most of them were representatives from the oil industry, consulting firms, research institutes or laboratories.

The meeting focused on "Air Emissions and Control Technologies". Topics such as NOx or VOC reduction technologies, optical technologies for air monitoring and PM2.5 and aerosols modeling were explained. The Oil companies and LBNL researchers both really appreciated to communicate with each other.

Prior to the technical meeting, the PERF Board met on July 11th. The technical meeting included one day of presentations from industry representatives describing the different types of emission control technologies and a second day of presentations from the LBNL researchers who exposed some of their case studies on air pollution. Upstream and Downstream Discussions and PERF business items (status report and project proposals) took place the same day in the afternoon.

The information below provides an overview of the presentations and minutes from the Discussion Group meetings.

On the 2nd day, Nancy Brown LBNL, led the group to a tour of the LBNL. The Cyclotron: Advanced Light source, the PM2.5 monitoring lab and The Ultra-Clean Low-Swirl Combustion for Heating and Power Systems Technologies were presented.


Upstream Discussion Group

The discussion group was led by Jill Kerr, Exxonmobil. The meeting was primarily a brainstorming session among the attendees about the research topics or points of interest or concern.

  • waste in countries with little infrastructure (food waste, computer waste, hazardous waste...)
  • how to ensure diffusion of good practices & best available technologies to everybody (including contractors) and not to keep them among specialists
  • for remediation projects: how clean is clean...
  • better calculation tool for VOC emissions
  • tool for helping assess social impacts,
  • how to compare environmental trade-offs
  • environmental processes in cold weather
  • impact of the use of seawater
  • environmental impacts of heavy oil/ tar sands

 

Downstream Discussion Group

Discussed the existing project proposals listed on the PERF website. Determined that all of the proposed projects should be withdrawn, merged with other active projects, or re-proposed if a need and project mentor still exists.

John Wilkinson (ExxonMobil) presented a proposal for a sharing project for "Smart LDAR Cooperative". Project would include sharing:

  • Best Practices,
  • Procedures,
  • Frequency of Monitoring,
  • Calibration,
  • Documentation,
  • Emission Quantification.

Jeff Siegell (ExxonMobil) and Dave Fashimpaur (BP) were nominated as project coordinators.

Chris Rabideau (Chevron) presented a proposal for "Novel Air Emission Monitoring Techniques". The project would explore new advances in fenceline monitoring using diffusion gas type detection methods and optical monitoring technology.

The DDG resolved to brainstorm and have a structured approach for project proposals at the next PERF meeting in October.

 

NEW PROPOSALS:

Downstream proposals: The following topics were identified as potential PERF projects, with persons responsible for developing pre-proposal:
