72nd PERF meeting : 20th ANNIVERSARY and REMEDIATION

INTODUCTION
The fall 2006 PERF Meeting was held with Argonne National Laboratory and hosted by BP in Naperville, IL. It was the 20th anniversary of PERF and special activities were planned to celebrate this event. Past chairpersons and founders of PERF were invited. About 50 people attended the meeting. Most of them were representatives from the oil industry, consulting firms, regulators, research institutes or laboratories. Moreover, many of the past Chairmen were also there to celebrate PERF 20th Anniversary.
The theme was focused on upstream and downstream remediation issues. Topics such as prevention and detection tools, remediation techniques, phytotechnologies but also natural land management and regulation were exposed. Some research projects and case studies were also presented.
Prior to the technical meeting, the PERF Board met on October 23. The technical meeting started on October 24 with a morning technical session at the BP Naperville Complex followed by an afternoon tour of the Argonne National Laboratory. The second day of technical presentations featured a management discussion on the value of PERF and review of its past, present, and future. The third day had additional technical presentations. The technical meeting included different presentations: ones from the industry representatives describing various case studies and litigation issues, others from the regulators about the last updates in the legislation (MACT for instance), and finally some from the researchers on new remediation or leak detection methods. Manager, Upstream and Downstream Discussions occurred on the same afternoon. Business items (status report and project proposals) took place the following day in the morning. The Manager Discussion Group has been recreated in this meeting after 10 years of non-activity.

On the 1st day, we did a tour of Argonne National Laboratory. We visited the laboratory of Yupo J. Lin, developing new techniques to monitor the pitting corrosion in the pipes. The laboratory of Sami Gopalsami and his radio frequency works were also presented. Then an ecological clean up site was exposed. Finally, we ended the Tour with the visit of the Advanced Photon Source (APS).
Upstream Discussion Group
The discussion group was led by Jill Kerr, Exxonmobil. The meeting was primarily a brainstorming session among the attendees about the research topics or points of interest or concern.

Downstream Discussion Group
The Downstream Discussion group met on October 25, 2006. The main objective was to brainstorm a list of Top Environmental Technical Challenges.
Reference materials included the original Perf Top Ten List, and draft DOE report "Technology Roadmap for the Petroleum Industry".

We also voted on which components are of highest priority. However, the PERF meeting theme was Remediation and there does appear to be a bias due to the backgrounds of the attendees.
Next steps are to further refine the "List"; and, in particular, to seek an overarching issue where we can pilot the concept of doing a Strategic Study. The Strategic Study would seek to summarize all aspects of the issue, identify those aspects already being done by others, and then what gaps might be filled through PERF projects. The "Issue" could be broad enough to encompass both up and down stream (ie, metals), and/or may likely be multi-media (ie, Risk).
Manager Discussion Group
During the Manager Discussion, three breakouts meetings took place:
Future Strategic New Directions for PERF:
Should Management DG be reconstituted? (What should it look like? How should it operate?) As an answer to this question, the managers of the PERF member companies all agreed to re establish the PERF Manager discussion group. The purpose of the Group would be to help the PERF Board determine hot topics and/or other key issues to be discussed in subsequent PERF meetings.
One idea was for the Group to meet semi-annually and preferably coincident with the regular PERF meetings. We also discussed the creation of a Group charter to more fully detail the Group purpose and means of engagement.
Another important task for each Manager with the Group is the engagement of his/her staff with respect to PERF. This task may initially involve a simple PERF introduction, but the idea is to have a more dynamic and involved participation of a Company's staff with PERF. This accomplishes two things. First, it allows a greater dialogue and information exchange within each PERF meeting and secondly individual Companies will benefit by the sharing of knowledge at a much greater and in-depth level.

NEW PROPOSALS:
Downstream proposals: The following topics were identified as potential PERF projects, with persons responsible for developing pre-proposal:
"Arsenic Assessment and remediation sharing project". The project should share knowledge regarding arsenic remediation and assessment options in soils and groundwater.
