73rd PERF meeting : CHEMICAL TREATMENT OF WATER

INTRODUCTION
The Spring 2007 PERF Meeting was hosted by Champion Technologies in Fresno, TX. About 30 people attended the meeting. The attendees were from both Upstream and Downstream. Most of them were representatives from the oil industry, consulting firms, research institutes or laboratories.
The theme was focused on Chemical treatment of water (both Upstream and Downstream). The main topics were emulsion breaking, improvements of the desalter technologies, scale detection.
The Board of directors met on March 7. The technical meeting started on March 8 with a morning and early afternoon technical session at the Champion Technology Research Center followed by a tour of the Research center in the afternoon. On March 9,there were additional technical presentations and Upstream/downstream discussions. Business items (status report and project proposals) took place on March 9 as well.
The information below provides an overview of the technical presentations and minutes from the Discussion Group meetings.

Upstream Discussion Group
The discussion group was led by Jill Kerr, Exxonmobil. The meeting was primarily a brainstorming session among the attendees about the research topics or points of interest or concern. The list of hot topics was updated to this one: Flaring, freshwater use/conservation/reuse/recycle, marine noise/seismic noise impact on marine mammals, cleanup of oil spills in ice/slush, climate change, deep water issues, zero discharge.
Then the PERF projects issues/success were discussed: - --- We mentioned that a lot of past PERF projects have been a success and that it would be a good idea to scan the reports and put them on the website so that they become more accessible for the members.
- When a PERF proposal becomes a project, one of the biggest issue is to build the contract. Joe Gormley, PERF attorney, should systematically organize a conference call between the participating companies' attorneys to clarify how PERF works and spare time to the companies.
Downstream Discussion Group
The Downstream Discussion group was led by Dave Fashimpaur, BP. The main objective was to brainstorm a list of Top Environmental Technical Challenges.
Manager Discussion Group
No Manager Discussion Group at this meeting. We are planning to have one manager discussion group meeting/year, every PERF fall meeting maybe.
NEW PROPOSALS:
The following topics were identified as potential PERF projects, with persons responsible for developing proposal:
·2007-01:"Evaluation of Oxygen Distribution Technologies". The project should evaluate the distribution signature of several commercially-available oxygen distribution technologies in different soil matrices. The outcome of this project would improve the remediation of the petroleum hydrocarbons by aerobic degradation.

·2007-03:"New technology options for VOC capture and control". Dave Fashimpaur's presentation is coming soon.
·2007-04: "Diversion boom to enhance oil spill response". This project deals with the problem of chemical dispersion of spilled oil in the water column. Its objective is to prove the feasibility of the diversion-boom concept in the field. It will be a funded project. Click and open Tim Nedwed's presentation.
