INTRODUCTION
The Summer 2007 PERF Meeting was hosted by Argonne National Laboratory at The Historic Inns of Annapolis. Most of the people attending the meeting were representatives from the oil industry, DOE, research institutes or laboratories. The meeting focused on air issues. Because of the importance of this topic and the U.S. Department of Energy's (DOE's) interest in air research, the PERF meeting was hold in conjunction with a Program Review of DOE-funded air projects affecting the oil and gas industry.
The technical meeting included one day of presentations from contractors that received DOE funds for air projects and a second day of presentations from industry representatives, government officials, and other speakers who described key water issues and research topics that affect the industry. Upstream and Downstream Discussions groups took place. During a third day, all participants had an open discussion of the significance of ongoing research, gaps in current research, and areas in which more research might be conducted by industry or government. PERF business items (status report and project proposals) took place the same day.

Upstream Discussion Group
- The discussion group was led by Todd Ririe, Unocal. The meeting was primarily a brainstorming session among the attendees about the research topics or points of interest or concern.
- No cost effective methods to clean up H2O
- Lots of opportunities for research
- Large Volumes to clean up
- Depth and Breath of projects - gaps "What does industry do now?" - beneficial re-use, but, this might lead to the taking away of a valuable resource in the future (after the project shuts down), risk management issues associated with beneficial uses to locals
- Organics are an issue - BTEX, PAH's, phenols are hard to remove to drinking water levels - fouls the membranes and there are not a lot of people working on this aspect
- Water quality affects the process chosen to clean up the water e.g. if the feedstock is low/high in silica, ammonia
- Global perspective - need to move towards this.
- Water re-use opportunities - conservation, use for agricultural uses and not for drinking, 39% of use is for Ag, ~38% for power use.
- Need standard method to use to calculate cost - standard input parameters.
- Effluent Treatment methods may not always be pumps and filters e.g passive biodegradation.
- Environmental costs - e.g. cost to env. to drill more wells Reservoirs management techniques - water shutoff, keep water out of production well, keep at sea bed.
- Water Rights issues.
- Need guidance to link producers with users.
Downstream Discussion Group
- A presentation on the DOD/DOE PEPS Clean Fuels Program by CTC and Enersol Technologies, Inc. was given.
- Discussed contact by Industry Professionals for Clean Air (IPCA). IPCA composed ~10 people from Houston area including some retirees from petrochemical industry. They would like to initiate a project around SU/SD emissions (both planned and unplanned). DDG agreed to pursue SU/SD emission reduction project through PERF, NSR Consenter's Group, SEPs, and keep IPCA involved with the project.
- Mercury Discussion Group - proposed at last PERF meeting, currently in limbo.
- PERF Water Cooperative Program - Meredith Gustafsson gave an overview of this completed project. The project was both upstream and downstream. Project participants: XOM, CoP, Unocal, EERC/UND, ANL.
Contributions: Water management and re-use, feasibility of downhole oil/water separation, water re-use in refinery, solids phase extraction, arsenic and mercury, gasification. - Early Warning Upset Systems - need to be practical and maintainable. Nitrification issues? Is there enough interest to re-visit this project that we did with WERF a few years ago?
- Water management Benchmarking - Solomon-type energy index, Possible collaboration with AIChE, Database of Best Practices, Upstream and Downstream, UMIST water model applicability?
- Filtration/Membranes: Need to be able to re-use dirty water, i.e. desalter effluent. Desalter project 2004-06 will address clean-up of desalter effluent. ENI suggested filters/membranes for volatile acids and/or methanol separation. Problem in Gas-to-Liquids (GTL), need to remove hydrophilic compounds. Possible GTL Discussion Group?
- Potential Mercury Follow-up Project - Meredith, ExxonMobil
- Biomass/Renewables/Sustainable Development - potential projects? ENI interested Speaker at next meeting? John Gasper to find speaker for next meeting.
- Refinery of the Future - DOE report may be a new project to update this report with water re-use and clean fuels.
